This paper proposes a framework to improve Australia’s urban, rural and regional livelihood development. Australia’s urban settlement of 84 percent of its 22.5 million population in one percent of the continents landmass has resulted in increasing poverty and livelihood stress for approximately one million Australian citizens and permanent residents currently suffering a fat similar to the more than one billion people of the ‘third world’.
